Man confesses to killing 3-year-old neighbor

Shawn Morgan, 43, admitted he murdered his neighbor, 3-year-old Breeann Rodriguez, after he had found her in his backyard.

Breeann went missing on Aug. 6 and was last seen in front of her home near Senath in southeast Missouri.

Morgan told authorities he had suffocated her with a white plastic trash bag and that it “felt like it took an hour for the girl to die.” He also told police that he tossed the girl’s body in the same trash bag he used to suffocate her and threw it over a railing along Missouri 164 and into a floodway ditch. $45,000 reward in seach of missing 3-year-old

3-year-old BreeAnn Rodriguez was last seen riding her bike in front of her Senath home in southeast Missouri on Saturday. The 30-pound girl was wearing a pink top, and pink and purple pants, riding a small bicycle with training wheels.

Police say neighbors did not see any suspicious people or vehicles around, at the time BreeAnn was outside. At least 200 people searched for her over the weekend, joining police from several agencies, the Missouri State Highway Patrol and the FBI.

An Amber Alert was not issued for the girl and police do not know whether she wandered off or was kidnapped.

Kidnapper, Phillip Garrido, to be held in same unit as other notorious convicts

The California man sentenced to life in prison after pleading guilty to kidnapping, raping and holding Jaycee Dugard captive for 18 years arrived at a state prison earlier this month. Garrido was being held in a segregated cell before being moved to the protective unit, the department said.

Phillip Garrido, 60, will be housed in Corcoran State Prison’s Protective Housing Unit for inmates whom officials believe wouldn’t be safe in the general population, the California Department of Corrections said. The unit is the longtime home of 1960s cult killer Charles Manson. Read the full article »

Care Trak Helps Locate the Lost

CareTrakIn a story from the Daily Herald, Buffalo Grove Police in Illinois announced Care Trak, a new program that will enable them to track, and find, persons with special needs if they go missing during a city council meeting last week.

The system uses radio transmitters to “find individuals with Alzheimer’s, autism, Down syndrome and similar disabilities who may have wandered away. It is available to residents who meet the guidelines, which include having a full-time caregiver.”

Families who meet a “needs assessment” can buy the transmitters–about the size of a standard wrist watch–and secure it to the wrist or ankle of family members. Once attached and activated, the transmitter sends out a signal, which will allow police to locate individuals who are missing.

Once notified, police can use directional tracking devices to locate the missing individual; the range of the signal varies, about a mile on the ground or five from an aircraft.

According to the Daily Herald, sixteen departments in Northern Illinois use the system, including Schaumburg, Crystal Lake and Naperville. It has assisted in more than 2,000 rescues.
