Chicagoland Man Guilty of Fraud

Cuffed_Hands_Jail_SentenceMatthew Scott, a resident of the western suburbs, ran a high-speed business printer resale company, or so those who knew him believed. Over 9-years, Scott allowed investors, family members, and friends to invest around $28 million in his business. To all his investors, it seemed to be a profitable business run by an savvy entrepreneur.  Many invested their life savings with the 51-year-old.

Unfortunately, it was an elaborate fraud, much like check-kiting. Scott actually used monies from new investors to provide dividends to early investors. What he really did was fabricate business orders, invoices, and etc., and used the investor’s money for himself.

His fraud impacted 75 victims, and some of his victims lost their retirement funds and life savings. Scott was convicted of one count of mail fraud, and received a ten-year sentence for his crime.

The sentence for mail fraud has a maximum penalty of 20-years, but in a plea agreement, it was anticipated that Scott would receive six or seven years. Due to the victim impact statements, the federal judge in the case determined that 10-years was a much more fitting sentence. Of the $28 million invested, Scott’s investors lost $4.9 million, which he was ordered to pay back in restitution.

Chicago Touts First Female Police Officer

PoliceWomanChicago is a historic city for many reasons, and if a federal agent’s (retired) claims ring true, the city may be known for the first female police officer.

Researcher Rick Barrett, a history enthusiast and former DEA officer, claims that while researching Chicago Police Officers long-forgotten, he came across the name of Marie Owens while working on another project in 2007. Barrett comes from a long line of men serving the  Chicago Police Department (CPD); his father, grandfather, and great grandfather were officers in the Windy City.

According to the Chicago Sun-Times, Owens was a “solidly built woman with long dark hair” who grew up in Ottawa, Canada. When she was in her twenty’s, she married, and moved with her husband to Chicago.

When her husband died, Owens had five children; she sought work, and began a job as a factory inspector enforcing child labor laws.

As public pressure grew around anti-child labor laws, Marie Owens moved from the factory floor to the CPD in 1891; “She was given powers of arrest, the title of detective sergeant and a police star.”

In a newspaper story written in 1904, Owens relayed her duties to the public, highlighting how she found “frail little things” working in horrid conditions throughout the city. During her career, she began schools so that children could be educated while working, and also pressured factories to cut the number of hours children worked.

After 32-years with the CPD, she retired in 1923.

According to Barrett, Owens was probably the nation’s first female police officer. For more history on Chicago’s first woman officer, check out the story in the Sun-Times.

Their investigation led to charges against County Supervisors, and a County Judge, of racketeering charges. A Noble, IL mother desired to become an elementary school teacher and, after seeing an online ad, emailed the university. Minutes later, a call came in from a Phoenix recruiter who told her that enrolling in the degree program would “fast track” her for success due to an agreement between the Illinois State board of Education and Phoenix.
